Some of our station staff have finished work on a library for PHP5 that helps with interacting with ShoutIRC.

Update:
I have created an AGC system in Liquidsoap. If anyone is interested in it, let me know in PM.
It uses a decent amount of LADSPA plugins, and requires a bit of CPU.
(Our stream sounds tons better already)

I know this is an old request/thread, but I know of a workaround. Give your DJs an html with an IRC widget (qwebirc, mibbit) and directions on how to use it on the bottom, and have them control it via IRC. A bit of a far cry from what we're asking. I have very careful ears (did training in sound engineering). There was no compression taking place at all. The music had the same amount of dynamic range when I downloaded the MP3 from the server and played it back in VLC.
