Fallback to channel when No DJ is logged in for requests

I'd like the bot to message the radio channel (whatever it's set as) when a request is received from the web request system (or a request in a different channel).

Perhaps the ability to customize the text sent to the channel would be a good thing as well.

Ex. "Incoming request: %request " or something of that sort...

c/p from the Configuration page of the wiki:

RequestFallback	#channel
RequestFallback	nick
Optional
Sets a channel or nick to send requests to if there is no Live DJ or source plugin active. If not set then the bot will use it's normal behavior of saying there is no DJ taking requests.
You can also change the reply it sends back to the person who did the !request by setting the message ReqFallback in ircbot.text.
