Add the ability for users to rate the currently playing song from 0-5. ie. !rate 5 or !rate 3
Admin would need to be able to enable/disable ratings.
Would also require something like a !rating command which would output the rating of the currect song as voted by listers something like: Now Playing Queen - Flash | rated 3 out of 5 with 23 votes
Also we'd need to see a dynamic display whether Ratings [On/Off]
